TFM Railroad Fueling Facilities:

Redesign of 4 railroad fueling and lube facilities to mitigate environmental impacts and ensure compliance with applicable regulation in future operations.

Gasoline and Diesel Railcar Discharge Facility Design:

Chiapas, Mexico; As Railroad representative, designed a railcar discharge facility proposed to national petroleum company, PEMEX, to replace an existing, outdated facility.

Propylene Gas and Asphalt loading Facility, Salina Cruz, Mexico:

As railroad Representative, designed refinery connections and railcar loading facilities for gas and asphalt for PEMEX in their newest refinery.

Grupo San Angel Asphalt Trans-load Project:

Mérida México: Designed and developed a Mobile railcar heating and discharge system including all operating protocols and safety requirements to discharge asphalt railcars direct to truck.System was duplicated and deployed at three sites across the nation.

Oxy Midstream Levelland Rail Terminal:

Provided conceptual design services for development of a pipeline-fed rail terminal to handle pentane, butane and propane. Directed construction of track and civil works including installation of petroleum storage tanks and pipeline relocations. Fixed and portable terminal operations consulting services and fire protection conceptual design and guidance were also provided. Liaison with fire and local governmental authorities as well as Oxy internal technical and management was provided to facilitate project development.

North Star Gas, National City, CA, Propane Transload facility:

Developed a turn-key Propane rail to truck transload facility and operations on BNSF property for North Star Gas propane export project to Tijuana. Responsible for railroad property lease, local permitting, fire department and operations staff training and documentation. In addition, close coordination was required with local fire authorities to facilitate permitting and start-up. Met all requirements to operate a 24/7 Transload facility just south of Downtown San Diego. Important to mention that BNSF railway does not allow trans-loading of Hazmat on their property. A special exception to company policy was required for this project. Facility throughput was 6 railcars per day or approximately 180,000 Gallons per day.

Oxy Midstream Levelland Texas temporary rail terminal:

Develop and operate a 24/7 operation for North Star Gas to lift Pentane and butane at a nearby plant and transport to a railhead and load into client's railcars. Terminal loaded 4-6 railcars daily in this pilot project that proved the concept and led to the construction of a permanent facility nearby.

Star Gas Baja California Rail Terminal Expansion:

Develop 2,000 feet of track and switches to increment daily Propane railcar discharge from 3-4 cars to 12 per day. Develop truck racks to facilitate direct discharge from Railcar to truck; 8 truck simultaneous loading rack. Prepare railcar movement training and trackmobile operation protocol. Commission and operate plant including training of operators. Throughput of 360,000 gallons per day.

BNSF Railway Mexico LPG Export Project:

Consulting and Strategy development for commercial and physical operation of rail terminals in the US and Mexico for increasing the export of US product to Mexico with the railroad.

Mont Belvieu, Texas, Temporary Propane Loading Project:

Developed permitting and operations documentation and supervised operations for a 4 railcar per day temporary loading operation to support key client's need to receive product at congested loading facilities. Project was audited by US DOT/Federal Railroad Administration officials per our request and no actions were required by the authorities. Project operated for two months and will be a recurring venture in succeeding winters.
